I hear there are pluggins that will help to block out background sound of material you are recording. What is this called and what are some of these plugins?

I would take a look into Voxengo's ReduNoise plugin.  Most of their plugin are reasonably priced and usually pretty darn good.

I've been using iZotope RX, not exactly as a plugin, but a standalone application. I've already used its Denoiser and Declipper tools and they're very good.

I've tried Waves Z-Noise and iZotope RX. Both are great. RX has an amazing set of features.

Here are couple that are out there, but most of these solutions are pretty pricey.
