Hey L.byrd, to answer this quesiton we would need a little bit more about your actual recording setup "Front End", a little bit more about the actual style of R&B, a little bit more about the actual artist...etc. etc.
The reason being there is so many factors on what Mic pre compliments the actual mic itself, and even if the mic pre sounds great for a particular mic it may not compliment the artist him or herself. For instance, Beyonce and Alicia Keys are 2 artist that can be compared as incredible recording artist that both have a extremely high budgets for recording facilities. But believe it or not they record on 2 different types of mics, 2 different types of preamps, 2 different types of eq's and compressors prior to tape. Every studio will have a different type of set up which is why they record at different studios to get a different type of sound based on the actual producers taste. Your question can't be answered truthfully without bias.
At recording studios there is no rule of thumb. And during sound check we will go through our mic and preamp selection to compliment the "Artist" not just the Genre of music. That is the way I was taught by my mentor is "IF IT SOUNDS GOOD IT SOUNDS GOOD"
Don't be fooled by people or companies saying, "This is the best MIC for R&B" or "This is the best MIC for Classical" There maybe a great MIC for vocals ex. "U87", "SONY C-800" "C12" and the list goes on but is there a BEST Mic Pre amp for R&B? well a better question will probably be what would be the best Mic Pre for my Mic? and this is my budget. I hope I was able to give a little bit of clarity, even though I wasn't able to fully answer your question.
MY Biased answer for a small budget under a grand without knowing your setup, your mic, your interface, your artist is that You can never go wrong with a Univeral Audio 610 single channel pre. or Universal Audio 710, or the Universal Audio 110. 3 pre's 3 sounds, Same price, same company. I do agree in principal. There is no 'Best' anything. Some things may be a better choice than others, but there are not any magic bullets.
